Selecting the right journal for your academic paper is like meting friends, you have to know well what kind of scientific article and research you have, write the article with the necessary ingredients that are expected of it, be where editors and journals are, find an academic journal that published articles on the subject you have chosen, and when love arises, and if necessary, insist a little.
However, there are still people who believe in the theory of probabilities when publishing in journals: sending the paper to a list of journals, one after the other until is accepted. This is a fairly poor approach. Because as important as writing a good article is to select correctly the appropriate journal.
